You cannot sell on the Federally Facilitated Marketplace until your CMS certification is complete. The step agents get stuck on is the identity step: CMS requires every existing agent to link a Login.gov or ID.me account to their CMS portal account.
Before you start
- Have your login and password ready, or reset your password.
- Have your driver’s license or passport ready.
- Keep your phone or email open. Codes expire in about 15 to 30 minutes.
Four steps to certify
- Sign in to the CMS Enterprise Portal with your User ID and password, then enter the multi-factor code sent to your phone or email.
- Link your Login.gov or ID.me account. If you see an error that your account must be linked to a Credential Service Provider, create or link one. Login.gov will ask for photos of your ID, a selfie, your Social Security number, and a U.S. phone number.
- New agents, request access. If you see an error about the Agent Broker Training Access role, use the Role Request page. Select Federally Facilitated Marketplace (FFM) / Request for MLMS Training Access, select Agent Broker Training Access, and enter a reason, such as to sell ACA.
- Complete your training. Click Marketplace Training – Agent Broker, then MLMS – Training. Complete all training modules and agree to the Marketplace Agreements. Returning agents take PY2027 AB Marketplace Training – Individual Marketplace for Returning Agents and Brokers, which is only available if you registered successfully last year with the same user ID.
If the identity step will not clear
- ID photo: use a valid, unexpired ID on a well-lit surface with a dark background, with all four corners visible and no blur.
- Selfie: use a well-lit area, remove glasses, hats, or masks, and avoid bright lights behind you.
- Expired code: select Send another code.
After you pass
- Save your Certificate of Completion. Many carriers require it.
- Create your HealthSherpa account, join The Brokerage Inc. using agency code 088c, and enable EDE.
